Do IQ Tests Measure Common Sense?

So, I scored 128 and I am 16...

Can the intelligence of someone who's 16 and scores 128 be compared to the intelligence of someone who is ten+years older than them? I mean they may have the same IQ, but does it mean the older person hasn't "improved" their scores or has had a lower IQ when younger?

I was also wondering if IQ tests test those who are educated or those with common sense?
