...with the answer to the second reading comprehension question. The question asked, "What month has 28 days?" The correct answer is "All months have 28 days." If you want the answer to be February you should rephrase the question to read, "What month has ONLY 28 days?"

Yes, but the key word was "only" which month ONLY has 28 days. Not which month has 28 days.

You were correct for the answer that you were looking for, February. The structure of the sentence asks what month, not which months. That should lead to the proper answer. Unless you intended for it to be a trick question, in which case the grammar would have been incorrect.
